Project goals

Research to increase the civil security of citizens and to support emergency services, such as fire departments, rescue and medical services, etc. in the event of an accident or in life-threatening situations has a high social benefit. Especially considering enormous workload and overtime of emergency services due to increasing operations, fast and efficient deployment is of great importance. Besides knowledge of the local conditions as well as knowledge of the number and position of people and their motion is often essential. Specially when using drone and helicopter missions in open terrain, existent video-based technologies are currently too limited and not applicable in practice due to insufficient accuracy.
Camera drones are currently only used as the "extended eye" of the emergency services through a purely visual evaluation and have no or hardly any additional intelligent functionalities. For the efficient rescue or evacuation of people as well as the minimization of the risks for emergency forces to get into life-threatening situations unnecessarily, there is a high demand for intelligent (smart) technologies, which quickly and automatically detect the problem and thus provide active support.  
The main goal of this project is to develop intelligent procedures for automatic people counting, people localization and motion analysis by means of video recordings from commercially available drones (SmartSense) and to integrate these into existing command and control systems of authorities and organizations with security tasks (BOS) in order to support their emergency forces in life-threatening situations in a simple and automated way (Rescue).
Application scenarios for SmartSense&Rescue are manifold and range from the search for missing persons to severe disasters with complex damage situations, such as industrial and forest fires.
In this project, the TUB's Department of Communication Systems will implement the existing methods of people counting as well as localization and
will develop further the motion analysis and integrate it into a prototype of a complete system from Eurocommand.

The SmartSense&Rescue technologies are meant to be applied in real scenarios, which will be specified and subsequently evaluated in the project by the fire department of the district of Cham (LKC).

Possible application scenario: Search for missing persons

One possible application is the rescue or location of missing persons in large areas. The first approach for the automatic detection of persons with the help of RGB and thermal data of the drone camera is shown. The thermal areas of interest in the scene are examined in more detail for the search for a possible person.
